Cable Office Hong Kong 21st Jany., 1899.
With reference to your letter of the 9th ultimo and to previous correspondence, I am directed to inform you that this Government is prepared, subject to the approval of the Secretary of State for the Colonies, to give to your company a promise of protection for the proposed cable between Singapore, Labuan, Manila, & Hong Kong or Shanghai.
